What is a VATRE?

This year, the Tenaha ISD Board of Trustees have approved a resolution calling for a Voter Approval Tax Rate Election (VATRE) scheduled to be held on November 7, 2023.

Tenaha ISD and over 150 other rural school districts saw unprecedented state funding cuts after legislative inaction during the 88th State Legislative Session.

School districts are funded through a formula that consists of local share (property taxes) and state share (foundation funds from the State of Texas). The formula calculates the school local property taxes first by estimating how much local tax revenue the district should collect based on local property values. Then, the State of Texas provides the remaining funds.

The State’s share consists of two tiers. Tier one refers to the District’s foundation entitlement and Tier two refers to the District’s “enrichment” entitlement that allows a guaranteed yield per penny of tax effort from the State of Texas.

If approved the VATRE will provide Tenaha ISD with .03 pennies of tax effort in tier two, resulting in approximately $400,000 additional dollars from the State of Texas without increasing the tax rate from 2022.

Presently, Tenaha ISD’s tax rate is 0.8504. This tax rate consists of a Maintenance and Operations (M&O) rate of 0.7376 used for daily operations and an Interest and Sinking (I&S) rate of 0.1128 used to pay debt. This tax rate remains to be one of the lowest in the region and is a historic low for Tenaha ISD.

If approved, the District’s total tax rate will decrease by 24.18 pennies.
